SafeWrap
Amber Chase/Terry Fawcett (Pine County Probation), Amy Hertzog (Wright County Probation), and Jon Schiro (Waseca County Probation) were certified as SafeWrap trainers March 24th-25th, 2025 in Los Angeles. SafeWrap is a proprietary system of 2-on-1 restraint designed to maximize physical control while reducing the risk of injury to all parties involved in a use of force encounter. SafeWrap will be introduced at the 2025 MACPO Annual Spring Conference with further rollout details available then. This training was hosted by the Los Angeles Police Department and conducted by Rener/Ryron Gracie.
60/35 Probation Officer Reasonable Retirement
SF 1986 (Kupec); HF 1779 (Wolgamott): PERA and MSRS General plans; Authorizing an unreduced early retirement annuity for probation agency employees:
The 60/35 Reasonable Retirement Bills were heard on March 25, 2025, by the Legislative Commission on Pensions and Retirement. Below is a link to view the hearing. The hearing room was full (caps at 65) and the halls were packed with probation officers wearing their union apparel, employee badges, county logos, etc. In Summary, the testifiers for this pension plan included PERA, MSRS, GRS rep, and three probation agents. PERA does not support the bills based on generational inequity and MSRS does not take a position. PERA may support prospective (only new hires after bill goes into effect). The three probation agents did an excellent job communicating why this bill is needed. The Committee laid over the decision. MACPO supports the LCPR Board to approve the bills for inclusion in the Omnibus Bill. Now is the time to mobilize probation employees to meet with Senators and Representatives along with connecting with members from the Pension Committee listed below. Probation employees are on the Public Safety Continuum and pensions should reflect the work we do.

Tell them your story and how the opportunity for a reasonable retirement benefit would enhance your life, the probation workforce, and ultimately public safety.
